In theory your attitude re ALARA is laudable. Practice teaches that any two holders of conflicting stakes harbour at least three different opinions what might be reasonable. 

 

Limits at fractions of natural background variation definitely have left any reason far behind.

Do we currently have a sufficient understanding of all of the potential consequences of radiation exposure to make any  choice other than to keep exposure As Low As Reasonable Achievable (ALARA)?  I think not!
