Not really -- the fueling machines work only very slowly :  they are
designed to facilitate efficient reactor operation, not weapons plutonium
production. A fueling machine replaces 110 fuel bundles per week - a pair of
bundles in 2½ hrs. There is a total of 4,560 fuel bundles in a CANDU 6
reactor (380 pressure tubes, with 12 fuel bundles per tube).

In the case of the PRMR, while it features on-line refueling, the fuel form
is very expensive -- there are far cheaper ways of accomplishing
proliferation.
