[ RadSafe ] Cousteau's fear of artificial self-selection

Now that the Cousteau quote has had its context shown, I no longer
feel like defending it at all. I thought it was about negative
population growth through access to birth control, which I know
that Cousteau had repeatedly advocated for, endorsing organizations
which advocate for "zero population growth." Under conditions of
scarcity, such as those experienced by 4/5ths of the world's current
population, it just makes sense to lower the population with the
atrittion of stable or increasing life expectancy, lower infant
mortality, but a decrease in the average number of children per parent.
Cousteau's fear that human selection will fall from biological
pressure to economic pressure is interesting, but not particularly
compelling to me. Does anyone know where to find the entire 1991
interview appearing in the November 1991 UNESCO Courier?
If we start selecting for people who know how to make money, instead
of people who don't get sick without medicine, then what harm will
that do?
