Senior Operations Specialist 
Job Requisition Number: 105440

Responsibilities:
Member of the Counter Terrorism Operations Support (CTOS) Curriculum
Development staff. Conduct analysis, design, and development phases of the
Systematic Approach to Training (SAT) process for a variety of Weapons of
Mass Destruction (WMD) courses for emergency response personnel. May also be
called upon to instruct and evaluate delivery of these courses. Use
Department of Homeland Security (DHS)training documents, guidance documents,
and task lists to develop course materials for Nevada Test Site−based and
mobile training teams. Develop training methods to include classroom, table
top exercises, field scenarios and exercises, videotape, video
teleconferencing, and web−based. Develop content focused on WMD scenarios,
radiological emergency response considerations, radiological instrument use,
operations in radiologically contaminated environments, victim
decontamination, transport of victims, and hospital victim receipt
procedures. Target training audience includes local, State, Federal, and
military personnel in the following areas: law enforcement, emergency
medical services, emergency management agencies, fire service, hazardous
materials, public works, governmental administrative, public safety
communications, health care, public health, and other skilled support
personnel that provide immediate support services during prevention,
response, and recovery operations. Principal work location is the Bechtel
Nevada Cheyenne Facility in Las Vegas, Nevada, with occasional work at the
NTS, located 65 miles northwest of Las Vegas. Some travel may be required to
attend DHS training conferences and to support Mobile Training Team delivery
of courses throughout the country. Perform related work as assigned by the
Curriculum Development Manager.

Job Qualifications:
Grade E − Bachelor's degree in Instructional Technology or related adult
educational/training field or equivalent training and experience, plus a
minimum of 6 years' related professional experience, preferably in
instructional design. Two or more additional years of related professional
experience are required for the Senior Operations Specialist/Grade F
position. Background and experience for either grade level are as follows:
Experience in course design and instruction using SAT principles or
equivalent methodology. Adult instructional experience in training the
target audience in one or more of the following areas is preferred:
radiological emergency response operations, health physics, radiological
fundamentals, radiological field surveys, radiation detection and
measurement instrumentation, radiological/nuclear WMD, interdiction of
radiological/nuclear materials, nonproliferation of nuclear materials,
nuclear materials safeguards, management of radiologically−contaminated
patients, radiological hazard assessments, radiological dose assessments,
and hazardous materials response operations. Strong health physics and
radiological survey instrument experience preferred, especially
radiological/nuclear emergency response team experience at the local, State,
or Federal level. Experience in the planning, preparation, and execution of
realistic first responder training exercise scenarios desired. Effective
oral and written communication skills. Computer skills with software
applications such as MS Office (Word, Excel, PowerPoint). Must possess an
appropriate, valid driver's license. An ability to obtain a Q clearance.
