As noted in the article:

"The anonymous tagger [who spray painted some grafitti]  in Safford, Ariz., 
also expressed his
appreciation in writing of hard-rocking bands AC/DC and Iron Maiden.
"We didn't get the connection with the band Anthrax at first," said Graham
County bioterrorism coordinator Brian Douglas."

The context of Antrax with other rock groups and finding a bag of flour in a 
dumpster is what made this story droll [to me at least]
