Joel,

I think one has to very careful when comparing "limits". I do not know,
whether the DACs of NRC have any legal power (I guess they have), any
"limits" attributed to the IAEA do not! The IAEA can only make
recommendations as well as other international organisations like the ICRP
or the WHO. Living in a real world one has to follow the legislation of ones
country. In many cases the recommendations are considered or even implanted
into legislation, but not in all countries. After the Chernobyl accident the
WHO recommendations on maximum contaminant levels of food were not followed
all over Europe.
