Russ -

The short answer is no, a recipient is not exempt from licensing
requirements for rad. material based solely on USDOT hazmat packaging
classification.  An isotope shipped is an excepted, limited quantity may be
exempt from licensing, or may require a general or specific license.

How a rad. material package is classified and shipping does not influence
its licensing status, because rad. material shipping requirements are found
in 49 CFR, Subchapter C (USDOT hazmat regs), while licensing requirements
are in 10 CFR (USNRC regs) and Agreement State regs.  Recipients of rad.
material packages must know the radiation control regs they are subject to,
and they should not accept packages containing rad. material until they have
determined the licensing requirements for the material.

Had a question to post to the forum. This is quite basic, but I've not 
received a clear answer. Is the receiver of a domestic rad material 
shipment exempted from the requirement of having a license to receive 
that particlar isotope, if the isotope shipped is an excepted, limited 
quantity? Is that based on an NRC reg (and what is the citation if so)? 
I'm not a certified shipper these days, but I do need to know this to 
assist others. Thanks.
