Those guards have good voices if they "...shout to kill". (;->
Sorry I couldn't resist.
My understanding of the rules FBI operates under is that if they shoot,
and governing when they shoot is that they always "shoot to kill"
shooting to wound the suspect is strictly from the movies. The flip
side is if they shoot their weapon they should be able to justify the
use of lethal force.

Usually the security forces are trained and are to
follow "rules of engagement" just as the police do.
For example,
1. Aim weapon and shout warning.
2. No response, repeat warning.
3. If weaponed aimed at you, shout to kill.
