[ RadSafe ] Survey MDAs vs. Scan MDAs

For alpha's, scan MDC's get murky - this is discussed in Abelquist's text
"Decommissioning Health Physics - A Handbook for MARSSIM Users" and section
6 of the MARSSIM manual.

Essentially "it is not practical to determine a fixed MDC for scanning.
Instead it is more useful to determine the probability of detecting an area
of contamination at a predetermined DCGL for given scan rates."

See Appendix J of MARSSIM manual for more.  I do highly recommend
Abelquist's text to all who enter the MARSSIM zone.
