My American Heritage dictionary defines the word "stochastic" as follows:

"stochastic adj. I. Of,  denoting, or characterized by conjecture; 
conjectural. 2. Statistics a. Random. b. Statistical."

Although I was using the term in the statistical sense, some on this list 
may think the ICRP's use is based on the first definition.
