Hmmm,
 
I suspect, given the current pressure from the IAEA on Iran, that many  
countries would not regard the IAEA as neutral.  Rightly or wrongly I think  many 
countries believe that the very countries that could supply new fuel and  take 
back spent fuel at the moment could also pressurise the IAEA fuel bank not  to 
supply certain countries.
