Colleagues --
I regret to inform you of the passing of Dr. Melvin W. Carter on August
15, 2007. Dr. Carter was a Fellow and past-President in the Health
Physics Society (HPS), past-president of the International Radiation
Protection Association (IRPA), an honorary member of the National
Council on Radiation Protection and Measurements (NCRP), and served on
numerous committees and task forces, including the NRCP Scientific
Committee on Radioactivity, the Nuclear Waste Technical Review Board,
the NRC*s Advisory Committee on Nuclear Waste and Advisory Committee on
Reactor Safety, and several committees and boards of the National
Research Council.
Dr. Carter was a Neely Professor Emeritus of Nuclear Engineering at the
Georgia Institute of Technology, where he served in a number of roles
from 1973 until his *retirement* in 1988. After retiring from Georgia
Tech, Dr. Carter remained active as a internationally-recognized
consultant in the radiation protection field. Hisfields of interest
included pollutant pathways in the environment and their kinetics,
policy formulation in environmental protection and radiological
protection, procedures and methods for environmental surveillance,
management of radioactive wastes, radiological engineering evaluations
for criteria and standards, and transportation of radioactive
materials.
Prior to his work at Georgia Tech, Dr. Carter served as Director of
EPA*s National Environmental Research Center in Las Vegas, NV, and as
Director of the U.S Public Health Service Southeastern Radiological
Health Laboratory in Montgomery, AL (now the EPA National Air and
Environmental Radiation Laboratory).
Dr. Carter received his PhD in Radiological and Environmental
Engineering (with a minor in Chemistry) in 1960 from the University of
Florida.
Visitation will be held Friday (August 17, 2007) evening at H. M.
Patterson's Funeral Home at 4550 Peachtree Road, NE in Atlanta, Georgia.
Funeral service will be at 3:00 PM Saturday (August 18, 2007) afternoon
at the Kingswood United Methodist Church, 5015 Tilly Mill Road,
Dunwoody, Georgia 30338. Burial will be at Masters Cemetery, Flat
Shoals Road, Decatur, Geoirgia.
