I'm a little behind (opt for the digest version) so this may have been
answered.  The Part 20 Appendix B values correlate to 50 mrem/yr because
they're used to demonstrate compliance with the public dose limit of 100
mrem/yr.  Huh?  Goes like this:

10CFR20.1301 limit for the public is 100 mrem/yr (1 mSv/yr)

Two options to demonstrate compliance:
20.1302(b)(1)  says prove that TEDE is less than 100 mrem/yr (obvious)  OR

20.1302(b)(2) says - limit effluent releases to less than Appendix B (50
mrem or 0.5 mSv) AND limit external dose to 50 mrem/yr - those requirements
are in paragraphs i and ii respectively.  Clearly, if you have both
internal and external exposure pathways and limit each to 50 mrem in a
year, the sum will be less than the regulatory limit of 100.

NRC regs are pretty straightforward but be aware that conversions from
Appendix B values to dose may introduce some errors due to the limitation
of one significant figure.
