Hi,
Are you sure this ban relates to current? 
In The UK (and other countries) dental x-ray units less than 70KVp (i.e.
the common 50 and 65KVp units) have been banned to reduce the dose from
the longer exposures needed with the less penetrating energies.
It appears to be a sound decision.
I wonder if many of the old units have ended up in countries like Kenya
due to their low value in Europe?

Dear all, the Radiation Protection Board of Kenya recently prohibited
the use of X-ray generators of 50 mA ratings and below for general
medical diagnosis. This is being challenged by some of the x-ray owners.
Does anyone have opinion on the merit or otherwise of this ban.
