Sorry, to be that cruel, but in this case the person you describe was an
idiot. Hopefully there were not many more at that time and in our time.
Hopefully that after he quit or retired there was somebody more qualified.
Did that happen in Austria - I would not be surprised, because we have more
than enough similar cases here.........
