[ RadSafe ] Port gets dirty-bomb detectors

Let's see...8 detectors scanning 1.8 million containers per year... that's
2.3 minutes per container - assuming they scan 24/7.  I suppose they could
just scan the ones with dirty bombs in them to save time.
