Fertilizer explosives use Ammonium Nitrate type fertilizer, not the N-P-K
variety, so no radioactive K-40 present. Called ANFO, it is a tertiary
explosive, commonly used in blasting work. I've seen it delivered in huge
tanker trucks and pumped directly into boreholes by the gallon as it is very
stable. Mixed with fuel oil, the explosive coefficient is (0.8)TNT. Other
mixtures can exceed (1.5)TNT
In mines etc. it is delivered in 50 Lb. bags:

Since commercial fertilizers usually contain a lot of potassium and
therefore K-40 a radiation detector would have detected the fertilizer.
