  I don't believe the government will promote civil defense training when it does not even promote radiation science education in our public schools.  High school and college science texts all have good nuclear science chapters but they are at the back of the books and are generally skipped.  Few teachers are trained to teach radiation science and school adminsistrators don't want anything radioactive in their schools.

  If parents realized how scientifically illiterate their children were in regards to nuclear, they might demand that schools turn out nuclear literate students.  As for the government promoting civil defense, it will never happen.
