Also, heavy water has a gamma-neutron reaction from high energy gammas which
releases neutrons making heavy water act as a source of neutrons also.

Because the deuterons (heavy hydrogen) in heavy water already have neutrons,
whereas ordinary (light) water hydrogen (proton) doesn't. The difference is
enormous: 0.00053 b for deuterons vs. 0.332 b for protons (thermal neutron
abs. x-section)
