The criminal prosecution of these individuals reflects a recent change in NRC policy.  In the "good ole days," only licensed personnel, e.g. reactor operators, were held individually responsible for their actions.  For other personnel, e.g., engineers, it was up to the employer to impose disciplinary actions.  Now, the NRC considers that all personnel who "engage in licensed activities" can be held individually responsible, in addition to any sanctions from their employers.

The newspaper account does not specify what exactly this guy was convicted
of lying about.  It may have been a subject not directly related to the
corrosion (which no one knew about) that delayed the shutdown and the
inspection of the head which finally revealed the corrosion.  Knowing NRC
the way I do, this seems probable. "But for the nail...the kingdom was
lost."
