Please share any responses you privately receive.  I have been down this road and have ended up including the shallow dose in DOT shipments.

 Are there any guidance documents or precedents on the wall thickness of instruments used for contact dose rate readings on US DOT shipments pursuant to 49 CRF 173?  For example if an instrument designed for deep dose measurements records a contact dose rate below release limits  and a reading with the shallow dose window open is over the limit which reading applies?
