This work presents a criterion to rank nuclear and radiological
terrorism scenarios based on the balance between factors favoring and
discouraging the attack. It is focused on the Italian reality (lack of
nuclear power plants, densely populated cities with high symbolic and
artistic value) but can be applied to any known scenario. Readers
