In general, for Europe, effective dose limit for members of the public is defined to be 1 mSv  in a year, but in special circumstances may be authorized a higher value in a single year, while the average in 5 consecutive years is 1 mSv per year.

Additionally, the limit of equivalent dose for the lens of the eye is 15 mSv in a year and the limit for the skin 50 mSv in a year.

Moreover, member states can establish more restrictive limits that those, e.g. some contries does not accept a dose higher than 1 mSv per year in any circunstances, removing the second part. And also constraints are usually applied as the regulator fix for each installation (usually fixed as 0.3 mSv per year for nuclear  installations and for the public).
