They may be referring to the requirements of, e.g., 10 CFR 35 (for medical RSO's).  Also, some Agreement States (e.g., NY, as the "LMHP") license, or register, medical health physicists as they do radiological physicists.  Or they may be confused, and just mean that they want only applications from CHP's.
