"Certification" in any field is meaningless unless recognized and
sanctioned by a regulatory body having jurisdiction.  Neither the NRC nor
the Agreement States who regulate all non-DOE use of radioactive materials
in the USA, require the certification of Radiation Safety Officers.  A
certificate from an RSO course may be useful for demonstrating successful
completion of training, and a regulator may accept it as such, but it is
the training that is of interest to the regulator, not the certificate.
