Sorry. I have to protest against this absolute wrong opinion. The USA have
by no means followed the CTBTO treaty, though they signed it. The internal
attitude toward nuclear weapons in the USA is clearly to improve their
efficiency, their reliability etc. (see an openly distributed film at Los
Alamos). The external attitude is to blackmail any attempts for nuclear
capability in at least North Korea and Iran, but not at all mostly in India,
Pakistan, Israel to name a few.

I hate the thought that we will one day be surrounded by dozens of states
capable to send nuclear weapons on us. The potential of destruction
originating from todays "nuclear powers" is by now means less.

The President "signs" the treaty and then the Senate votes to ratify it. It
does not take effect until it is ratified although the US usually will
follow it.

Background:
180 States, the vast majority of the international community, have signed
the CTBT, underscoring their support for a definitive ban on nuclear
testing. 148 of these have also ratified the Treaty. To enter into force,
however, the CTBT must be signed and ratified by 44 specific States. These
States participated in the negotiations of the Treaty in 1996 and possessed
nuclear power or research reactors at the time. Thirty-five of these States
have ratified the Treaty, including the three nuclear weapon States France,
Russian Federation and the United Kingdom. Of the nine remaining States,
China, Egypt, Indonesia, Iran, Israel and the United States have signed the
Treaty, whereas the DPRK, India and Pakistan have not yet signed it.
