Concerning question 1:

I don't think you can add different  allowable dose limits (500 + 100 =
600 mrem) since the 500 is really a maximum that includes all exposures.

If so, since the NRC allows members of the public to get 25 mrem per
year after a site cleanup, the total would be 625 mrem.
