[ RadSafe ] CRT monitor radiation "scare" at Newark airport

I guess that there could be some radioactive impurities in the phosphors, since many of the phosphors use lanthanoids as dopants.  I see a potassium-based phospors as well.

I'm a bit confused...
What sort of CRT emits radiation when it is not powered?
Is NORM used in the tube?
