I would recommend that you get hold of a copy of the Final Report (or a digest thereof) of the Hanford Thyroid Disease Study, which was managed by the Fred Hutchinson Cancer Research Center.  The Washington State Department of Health should have a discussion of the findings, somewhere on its website, and the FHCRC and the National Cancer Institute may have reports on their sites as well.
