Really great idea
. . .why do I think all that stuff ( pumps, cranes ) are buried in the sand/mud of the tsunami or washed out to sea . .
But if they find that stuff, I'm sure they're smart enough to figure it all out ./ . .

In my opinion
FYI- prior firefighter, pumps are set up to push multiple floors, of
course with friction loss and distance this can all be an issue and
hoses are tested to high pressures but, my suggestion would be large
industrial pumps like found on large construction sites, set them in
place with crane or other means once the connections have been made.
This would not tie up fire apparatus and allow unmanning with only
minor continual maint.
Just food for thought...the only issue would be water supply
