[ RadSafe ] Fukushima workers versus ISS astronauts ?

Does anybody know why Fukushima Dai-ichi workers exposed to doses in the range of 100 mSv (10 rem) are being sent to hospital, while extended residence astronauts on board the International Space Station (ISS), who get up to several times that dose, are not ?
