PROGRAM INFORMATION	

Provides technical and administrative supervision for radiological
health activities such as performing investigations, inspections and
enforcement of laws and regulations for X-ray and radioactive materials
users, ensuring the adequacy of radiation shielding designs, and
emergency response activities necessary to control radiation hazards.

The one position allocable to this class works under the general
supervision of the Bureau Director, Environmental Protection. Incumbent
is responsible for the administrative and technical supervision of
personnel engaged in investigative, inspection, emergency response,
approving radiation shielding designs, and monitoring activities for
evaluation and control of radiation hazards within the County in
accordance with a contractual agreement with the State Department of
Public Health. Hazards include the use or possession of both X-ray
machines and radioactive materials in medical, industrial, research and
educational applications.

ESSENTIAL JOB FUNCTIONS

Plans and develops investigation and inspection procedures, forms and
practices to ensure the attainment of division objectives and goals.

Assigns personnel to perform compliance field inspections and
investigations on the basis of State requirements and the California
Code of Regulations, title 17, and the California Health and Safety Code
in accordance with contractual agreement with the State of California.

Supervises and controls field activities; provides direction and
corrective action to align staff activities with the objectives of the
division.

Identifies and recommends changes in the direction and emphasis of the
radiation control program based on changes in technology in the
industrial, research, and medical fields.

Responds to emergencies involving such events as spills of radioactive
materials and supervises technical activities in transport, clean up,
removal and storage.

Performs liaison with other government agencies to comment on proposed
changes in regulations in radiation control and to exchange information
to resolve problems.

Participates in the resolution of the more complex enforcement problems
and reviews reports and citations for completeness and validity before
submission to the licensee or registrant, the State Department of Public
Health and other concerned agencies.

Recommends personnel for hire, trains and evaluates work performance.

Estimates and justifies budgetary requirements for personnel and
equipment based upon evolving program needs and objectives.

Represents the department in the field of radiation management at
meetings with other agencies, to the news media to release information
relating to radiological health and to interested college, professional
organizations, schools and hospital groups to present information on
radiation safety.
