Well, there were certainly noise issues (once the ram was lit off it
would be hard to keep flight sub-sonic).  The ground level dose rate was
a risk to the ground crew, but not civilians under the flight path, as
flying fast, whether high altitude or Nape-of-the-Earth, limits
exposure.  On the other hand, given that the only weapons worth
delivering with such an expensive system are nukes, I'd have to say the
risk at the target was greater.
