In response to Ahmad Al-Ani's comment on the Taiwan apartments I am aware of another study but have only been able to access the summary (without paying).

Cancer risks in a population with prolonged low dose-rate gamma-radiation exposure in radiocontaminated buildings, 1983-2002.
Hwang SL, Guo HR, Hsieh WA, Hwang JS, Lee SD, Tang JL, Chen CC, Chang TC, Wang JD, Chang WP


This was quoted to me on another discussion forum as refuting the (to me) more well known report,  "Is Chronic Radiation an Effective Prophylaxis
Against Cancer?"


Maybe someone with access to these report databases could have a look and comment.
