[ RadSafe ] Cancer --- Random Mutations

Can a viable cell possess a random set of genes, or random modifications of
a viable set of genes? I would not expect a random mutation of a liver cell
to turn it into a kidney cell.  Why should I expect it to change into a
tumor cell? There must be a whole lot more going on than random mutation
such that then end result is a cell that can survive and proliferate.
