[ RadSafe ] History of 10 CFR 835 Appendix D values

Longtime reader, first time writer. 

I'm assembling some background on the values in 10 CFR 835 Appendix D with mixed success. Any information on the origin, basis, or development over time of the numbers and radionuclide groupings would be helpful to me. Ideally something citable, but I welcome the institutional memory of radsafe too.
