[ RadSafe ] radiation monitor setpoint question

As a general rule in the "olden days", it was assumed that a radiation 
monitor setpoint should not be in the lowest or highest decade of the 
monitor range.  With the new digital technology, it seems like that rule 
could be abandoned as long as the setpoint is statistically significant. 
(e.g., 2sigma, or 3sigma above background could be acceptable.) 

The question is: is there experience that, for example, indicates that the 
middle of the lowest decade (or middle of the highest decade) works well.
