[ RadSafe ] Pb shielding and Prop 65 in California

Can anyone point me to information about the use of Lead ( Pb) as shielding in Analytical X-Ray systems, as it relates to the warnings required by California's Prop 65 regs?
A word that seems to pop up repeatedly is 'extractable'- which I'm thinking may include only Pb that can be touched or distributed into the environment during
use or manufacture. If a product contains an internal Pb shielding component, and is therefore 'non-extractable'... are we still responsible for using
the California Prop 65 warning label? I do not think that the exposure limits would be exceeded during any foreseeable use of the device, without malicious intent.
I could not find anything in the regs that clearly addressed this situation....
