 For info, my understanding (I'm not an expert on NORM), this Rolling Stone article is full of errors and misrepresentations. The Health Physics Society prepared a rebuttal letter but I don't believe it'll be published - too much science.  The Health Physics Society has plenty of science-based information on NORM and TENORM on their Ask the Experts website.
