Sorry to be unclear.  I did not mean to say that medical doses are negligible 
- only that they are often described as negligible, while comparable or much 
smaller occupational/environmental doses are lumped together into the more 
deadly "collective dose" category.  Yes there is an obvious (at least 
intended) net benefit resulting from medical exposures.  That net benefit is 
not quite so clear for airport scanners.
