My response: The sources that Tracey referred to are not being put into
decay-for-storage mode. A sealed source may be put into storage for future
use, and it does not require a leak test.  The same source may in reality be
waste because there is no anticipated use for it in the future.  I had lots
of old 241AmBe sources from moisture density gauges for which there is no
disposal capacity/route (greater than class C quantity).  All you can do in
that situation is hold them in storage or as waste-in-storage. The
distinction is nebulous, at best.
