Japan's Science and Technology Agency has finally bought their web page back up
starting 02/28. However,according to my contact in Japan, it will be up only
from Monday though Friday, 9:00 AM to 9:00 PM (I assume this is Japan time).

The Japanese STA site is shut down due to hackers. I doubt that they
will start it up in the imminent future.
