I think what Andrew is trying to point out is that yes this issue needs to be looked at with an eye towards a solution, but that all involved need to be very careful.  I suspect that the people most likely to be weeded out by a psychological test are the ones you most want in the laboratory.  One of the best researchers in my department back in my graduate school days was also the least stable and most hated (actually second most hated, 1st place went to one of his post docs) persons in the department.  Another example is a colleague was attending a training class on hiring of new employees.  After a 20 minute  description of who not to hire, the guy in charge of the research group stood up and said that they had just described the kind of guy he was looking for.  Again I think Andrew is trying to point out that the regulators could easily impose a lot of regulations that in the end would result in universities which were not doing much in the way of inovative research.  The regulators need to do a careful balancing act in that regards.

Also I think if one were to look into the matter the reason there are so many chinese involved in these incidents is that they are the most numerous graduate students anymore.  Even 20 years ago, there were getting to be fewer and fewer U.S. born grad students.
