Re: "Container" definition
Take a look at NUREG/CR-5569, "Health Physics Positions Data Base", especially
HPPOS-027 and 028. In sum, these positions state that the usual container
definition, i.e. dictionary definition is applicable .... "a container is a
thing which material is held or carried". Rodney Bauman's response is right on
the mark. Depending on your regulatory margin, the definition of container can
take many forms.
