What Dr. Cohen says (excerpted below) is perfectly correct. The citation I
mentioned was discussing costs *distributed across society* as, for example,
higher taxes, elevated energy costs, increased food prices, and so forth.
The point the author was making is that, in order to pay a higher electrical
bill, citizens have less money available to pay for other things. This
might lead them, for example, to postpone replacing old tires, to stop
buying multivitamin supplements, to visit the doctor less frequently, and so
forth. There are, of course, many options available that are far less
expensive methods of saving lives.
