Have you tried the National Technical Information Service (NTIS)? I don't
see how it could be "out of print", for them, since my impression is that
they archive their documents on microfilm. Try (703)487-4650. They probably
also have a website.

I realize that NUREG CR-4884 is the source document that I need but it seems
