Exempt means exempt.
Sources manufactured and distributed as
exempt are exempt from all regulation with regards to radiation, including
disposal. This simply recognizes the fact that as a practical matter it is
impossible to "unexempt" something after its been released from all
controls.
If it is necessary to control the disposal
of a source, it is not an appropriate candidate for exempt distribution in the
first place.
