RE The Cost of Australian Research Reactor

Please excuse this if it is a naive question.

But why is this $100s of millions instead of $10s of millions?

I worked at the Berkeley Research Reactor and was involved in the planning
for it's decommissioning.  I don't believe I ever heard what it cost, but my
guess would be <$10M.  I know it was built several decades ago and was a
standard General Atomics TRIGA but why is this Australian research reactor
so expensive?
