I think the draft version is called "Guide of Good Practices for
Occupational
Radiological Protection in Uranium Facilities" Dated Jan 2000. I am
downloading it now from 
http://tis.eh.doe.gov/whs/rhmwp/utotal2.pdf

I'll let you know if it is the correct one.

How would one order a copy of this manual?  I have been searching the DOE
and NTIS WWW pages for the last half hour and can't seem to come up with
anything except that the book's available for loan from Sandia.
