Maybe HERE is ONE case where LNTH may be of some use .......
Without any better theory:
N = natural probability of occurrence
O = LNTH occupational PROBABILITY of occurrence
then O/(O+N) = the fraction of full compensation.
I think it would be hard to consider that unfair!
